Pacific Stars Consultant Vanuatu Limited (PSCVL) is the approved Official Government Agent for CIIP – Capital Investment Immigration Program developed to support the Vanuatu Cocoa Industry.

Launched by the Vanuatu Government in 2014, the Vanuatu Citizenship Program has progressed and enhanced in recent years. In 2023, the Capital Investment Immigration Plan (CIIP) was established to welcome qualified individuals to invest in Vanuatu and acquire citizenship.

Tailored for affluent individuals and families, this program allows them to gain citizenship by investing in key sectors of the local economy, aligning with the government's developmental objectives.​ The CIIP- Cocoa Development Fund is the first of its kind under the CIIP and its primary objective is to align investments into Vanuatu's cocoa sector, which plays a supporting role in the nation's sustainable development goals.

KEY FEATURES OF CIIP - COCOA SUSTAINABLE FUND

• Investment-Linked Citizenship: CIIP provides a link between citizenship and investment support to the local cocoa industry​

• Financial Structure: The CIIP requires a total fee of USD 155,000 for a single applicant to a family of four, inclusive of due diligence and administrative costs.  This fee structure is globally competitive, making it one of the most cost-effective programs in the world.
